Sheberghan Gas Field Development Project

The U.S. Agency for International Development (USAID)/Afghanistan required support to complete a roadmap/blueprint for the feasibility of a 100-150 MW gas-fired electricity generation plant, to be privately developed as an IPP in Sheberghan, Jawzjan Province, Afghanistan.  AEAI produced a detailed work plan prepared in close consultation with the Ministry of Mining (MoM), Ministry of Energy & Water (MEW), Da Afghanistan Breshna Sherkat (DABS) - the national electric utility –USAID, and other stakeholders, and was responsible for more than 20 other deliverables, including the following: 

  • A risk analysis report identifying principal risks to private developers, the Government of the Islamic Republic of Afghanistan (GIRoA) and its agencies, and a blueprint to mitigate risks.

  • “Roadmap for Sheberghan Gas Field Development and Construction and Operation of a Gas-Fired Power Plant in the Form of an Independent Power Producer” completed to guide future activities.

  • Systematic consultations with key stakeholders, including GIRoA ministries, DABS and its distribution subsidiary in Kabul (Kabul Electricity Directorate, or KED), community residents, local governments, potential investors, project developers, IPP transaction advisors, donors and other lending agencies, etc.

  • The organization and functioning of a “Sheberghan Gas Generation Working Group,” composed of representatives from key GIRoA agencies.

  • A marketing tour to attract potential investors to the project.

  • A report on: “The Feasibility of Attracting Private Developers for the Sheberghan Gas Generation Project.”

  • 15 training workshops organized for the GIRoA, especially for the Afghan Gas Enterprise, the Northern Directorate of the Hydrocarbon Unit of the MoM, Kabul Polytechnic University, Kabul University, MEW and DABS on gas sector development and IPPs.

Other key results and achievements include:

  • Brought together a consortium of private investors to construct and operate the 200-MW power plant.

  • Secured $582 million in funding commitments for all the IPP related projects.

  • Collaborated/coordinated with stakeholders on different aspects of the project that resulted in a signed MoU between MoM, OPIC, the investors, and USAID/Washington.

  • Trained more than 500 individuals in Afghan government ministries and academic institutions.
