Technical Assistance for the Implementation of Electric Sector Revitalization Program in the Dominican Republic (ESRP)
The main objectives of this project undertaken by AEAI for USAID were to identify major threats to the sustainability of power sector reforms in DR and to propose strategies or specific actions to assure the consolidation of the reforms. The results of the study helped the Government of the DR (GoDR) and World Bank to articulate a better set of instruments to support the country in its implementation of a sustainable power sector reform and serve as a basis for designing action plans for the GoDR to implement. AEAI experts:
Advised the Emergency Crisis Committee (ECC) on the design and monitoring of the overall energy plan, suggested changes and helped coordinate the efforts of other tasks, i.e. the Electricity Loss Reduction and the Electric Sector Financials.
Collaborated with the ECC to establish appropriate indicators and corresponding monitoring information system for the Loss Reduction Program to be implemented by distribution companies. The team worked directly with the distribution companies in the design and implementation of their individual loss reduction program, and assisted them to incorporate the recommendations into their short-term work plans as well as to develop an investment program to reduce losses over the longer term. The effort included plans to “regularize” illegally connected customers and improve electricity service to low-income consumers.
Advised the ECC, their staff and the distribution companies on defining the financial targets for the distribution companies and CDEEE to be monitored. The financial team also assisted the utilities in designing the format and the financial data to be provided to the ECC.
